This research aims to analyze and establish a planning and implementation framework based on the Enterprise Architecture (EA) approach and to design an Enterprise Blueprint for the School of Dentistry, University of Phayao, using the TOGAF Architecture Framework. The analysis is divided into multiple domains, followed by the design of the Enterprise Blueprint to provide an organizational overview and enable systematic and efficient management, supporting decision-making by administrators. The research findings reveal that the business domain has clear plans and business processes, including core mission processes and supporting processes that are appropriately defined. The application domain includes 11 software systems supporting the School’s planning and implementation processes, along with 6 systems for internal organizational management. Business-related data is stored electronically, such as research data, budget information, personal data, and student information. The Information and Communication Technology (ICT) infrastructure domain is managed by the university’s ICT service center and consists of centralized network systems and infrastructure services that cover all university departments. The recommendations derived from the analysis include using the business architecture to plan personnel management and enhance service efficiency, leveraging the data architecture for planning and development in areas such as personnel, research, and academic services, utilizing the application architecture to facilitate workflow processes, and employing the technology architecture to support data and software system management. The study concludes that the resulting Enterprise Blueprint can be utilized to enhance the efficiency and effectiveness of the School’s operations. It promotes the integration of information related to workflows and operational planning, establishes connections among organizational processes, and sets the foundation for future development. Additionally, it reduces redundancy in information and application systems, supporting various operations and aligning them with the organizational objectives.
