At present, there are several information technology laws in force, such as the Computer-Related Crime Act (2007) and its amendment in 2017. However, most people still lack sufficient knowledge and understanding of these laws. Therefore, this research project aims to: (1) develop a chatbot to provide preliminary legal consultation on information technology law by applying Gemini technology integrated with the LINE platform and Natural Language Processing (NLP), (2) evaluate the efficiency of the chatbot in providing legal consultation, and (3) assess user satisfaction with the chatbot system. In addition, a website was created to disseminate information on information technology law and promote convenient, rapid access to legal knowledge for the public, thereby supporting the application of modern technology to create sustainable social benefits. The results revealed that: (1) The developed system was effectively managed through two main components — (a) the chatbot and (b) the website. (2) The user satisfaction evaluation from the sample group indicated a very high level of satisfaction, with a mean score of 4.66 and a standard deviation of 0.77. (3) Based on the efficiency assessment, experts and instructors verified that the chatbot’s responses were accurate and consistent with the given questions.
